NOTICE IS HERE BY GIVEN that the Apache Junction Sewer District (AJSD), formerly known as Superstition Mountains Community Facilities District No. 1 is currently seeking statements of qualifications for Construction Manager At Risk (CMAR) services for the following project:
The Request for Qualifications for CMAR Pre-Construction Services has been awarded to Archer Western Construction, LLC as of June 28, 2023. Scoring information can be found here. The award for Construction Services is pending.
AJSD would like to extend its sincere appreciation for all efforts made in responding to this solicitation.
As noted in the RFQ, the District is planning to fund the project with a WIFA loan and has been in discussions with WIFA for that loan. WIFA has identified that monthly payment draws will need to be submitted that include project invoices to support the payment draw request. Payment is typically made within 3 to 5 days. Payment for contractor monthly invoices will be made per the General Conditions, which are still under review with legal counsel. However, it is anticipated that payments will be made to the Contractor within 30 days of receipt of a complete and correct invoice package.

4/27/23 - PCL Construction, Inc.- PCL Construction, Inc. is interested in submitting on this important project for the SMFCD, and will like to request a 3 week extension to May 29 to the SOQ submittal due date, to accommodate for important water industry events going in May such as the AZ water conference.

Please clarify if the completed Attachment 2 – Project Reference Forms need to be attached in the appendix of the SOQ as well or just completed and submitted to the email address provided on the form?

The PRF is not required to be attached in the appendix of the SOQ submittal; however, if party decides to attach the forms in the appendix it will not count toward the total maximum page limit of the SOQ.

4/20/23 - Kiewit - The pricing sheet includes a section for “Contingencies.” Who owns this contingency and how will it be administered?

The District will establish an Owner’s Contingency that will enable them to adjust the project scope for the benefit of the overall project. As the CMAR develops a GMP, they could offer a Contingency that could be used to provide more flexibility to the project team to make subsequent decisions that will improve the overall value of the project to the District.

4/20/23 - Kiewit - At approximately what preliminary level of design is the district willing to accept a GMP?

We expect the CMAR to provide a recommendation for when GMPs are in the best of interest for the project team Engineer, CMAR, and the District. It is anticipated that the project will have early procurement for several equipment items and potentially some construction that will require GMPs. It is expected that the CMAR will provide project cost models at 10%, 30%, 60% that will allow the project team Engineer, CMAR, and the District to verify cost control as design progresses.

4/20/23 - Kiewit - Article 4 of the example Pre-Construction Agreement states “The terms of the Construction Services Agreement are being negotiated simultaneously with this Agreement and CMAR agrees to execute the Construction Services Agreement, without further modification, upon acceptance by AJSD of the GMP Proposal,” however, the Construction Services Agreement was not provided with the RFQ documents, only the example Pre-Construction Services Agreement. Please provide the Construction Services Agreement.

4/11/23 - Felix Construction - Page 7 of the RFQ asks the CMAR Team to discuss major issues including “adhering to this strict schedule.” I do not see a proposed schedule in the documents provided. Based on the “Detailed Project Schedule” in Appendix H of the Master Plan, it looks like the plan is to have design completed by June 2025 and construction run from June 30, 2025 to July 21, 2028. – Can the District confirm the desired schedule for design and construction?

It is anticipated that the selected CMAR will coordinate with the Owner and the Engineer to construct the facility in time to meet the increasing flows to the facility. It is further anticipated that the CMAR will be executing the project with some early procurement or early construction packages to meet the construction schedule. Design is anticipated to start this month and require approximately 13 months. At present we have assumed approximately 30 months for construction, but end date would depend on early procurement packages and overlap with design schedule.

04/11/23 - Felix Construction - On the RFQ Notice and RFQ Package Page 2, the Statement of Qualifications is shown to be due “prior to 10:00 MST, on 05/01/2023”. On Page 10 of the RFQ under “Submittals, Section 3” the due date is listed as “10:00 am on 05/05/2023”. – Please clarify which date is correct.
